President's Twelfth Special Message for Fiscal Year 1985

Pursuant to the Impoundment Control Act of 1974, the President's twelfth special message for fiscal year (FY) 1985 and first special message for FY 1986 were submitted to Congress on October 1, 1985.

The messages proposed 2 new deferrals and 2 revised deferrals totalling about $1.4 billion for FY 1985 and 23 new deferrals totalling about $1.6 billion for FY 1986. GAO believes that the deferrals are in accordance with existing authority. GAO identified no further information, except as noted, that would be useful to Congress in its consideration of the President's proposals.
