Printing and Distribution of the Surgeon General's Report Gao ID: HRD-88-80FS April 27, 1988

In response to a congressional request, GAO reviewed the printing and distribution of the Surgeon General's report on Acquired Immune Deficiency Syndrome (AIDS) to: (1) determine why it took 5 months to fill a congressional order for copies of the report; and (2) examine allegations that the administration's opposition to the contents of the report caused the delay.

GAO found that the Public Health Service's Centers for Disease Control (CDC): (1) did not have sufficient inventory to fill the congressional order because of a backlog of requests; (2) combined numerous congressional requests into a single contract, which increased printing time, but reduced costs; (3) informed congressmen of the availability of self-mailing brochures, as an alternative mailing method; and (4) ordered printing on the same day that a White House official requested a change in the report.
