Supplemental Information on Appointees Converted to Career Positions Gao ID: GGD-89-56FS March 21, 1989

Pursuant to a congressional request, GAO provided statistical information regarding 34 agencies' conversions of noncareer appointees to career positions from January 1, 1987 through June 30, 1988.

GAO found that: (1) 8 of 10 agencies did not report 34 of 87 conversions; (2) the Departments of Housing and Urban Development and Transportation had no unreported conversions; (3) the Department of Health and Human Services failed to report 16 conversions and the Department of Defense had 6 unreported conversions; and (4) the Environmental Protection Agency indicated that it reported one conversion that GAO identified as unreported, but GAO had no record of the report. GAO also found that agency officials cited various reasons for failing to report the conversions, including: (1) oversight; (2) time lags between the effective date for conversions and document transmittal; (3) misunderstanding of personnel actions; and (4) difficulty in obtaining information on certain types of conversions.
