Appointees Converted to Career Positions, October Through December 1988 Gao ID: GGD-89-66FS April 24, 1989

In response to a congressional request, GAO provided information from 60 executive branch agencies on their conversion of noncareer appointees to career positions for the period January 1, 1987 through February 28, 1989.

GAO found that: (1) 42 agencies reported that they had not appointed any noncareer employees to career positions; (2) 18 agencies reported 64 conversions, including 31 by the Department of Health and Human Services; and (3) 53 of the 64 conversions were competitive appointments, while 11 were noncompetitive.
