Appointees Converted to Career Positions, January and February 1989 Gao ID: GGD-89-89FS June 13, 1989

Pursuant to a congressional request, GAO reviewed the conversion of noncareer appointees to career positions from January 1, 1987 through February 28, 1989.

GAO found that: (1) 44 executive agencies reported that they did not appoint any noncareer employees to career positions; (2) the remaining 16 agencies reported 82 conversions, including 71 competitive appointments and 11 noncompetitive appointments; (3) several agencies submitted information on conversions that occurred during previous reporting periods; and (4) 30 of the 82 conversions reported for the 2-month period actually occurred during prior conversion periods.
