Programs for Out-of-School Youth Slowly Evolving Gao ID: HRD-90-111 May 1, 1990

Pursuant to a congressional request, GAO evaluated the Centers for Disease Control's (CDC) efforts to educate out-of-school youth to prevent the spread of the human immunodeficiency virus (HIV).

GAO found that CDC did not accomplish much in providing HIV education to out-of-school youth because: (1) the Center for Chronic Disease and Prevention and Health Promotion (CCDPHP) initially targeted HIV education to the in-school population; (2) state and local education agencies lacked experience with the youth and the organizations serving them; and (3) CDC did not have access to appropriate educational materials. GAO also found that CCDPHP planned to fund services provided to out-of-school youth, but the Center for Prevention Services (CPS) had already taken that approach.
