Follow-up on Ryan White Testimony

Pursuant to a congressional request, GAO answered questions concerning the Ryan White CARE Act's allocation formula. GAO noted that: (1) the Centers for Disease Control have not commented on the GAO method for estimating living cases of acquired immunodeficiency syndrome; (2) cities and states may choose a variety of administrative and financing arrangements for allocating Ryan White Act resources; (3) a portion of the title II funding for states, whose cities become eligible for title I funds, would be transferred to the title I eligible metropolitan areas (EMA); (4) title I cities that encompass two or more states would be eligible for title II allocations for medical services based on the number of cases reported in the EMA; (5) these cities would only be eligible for title II allocations for statewide services in their own states; and (6) under the second allocation formula, EMA would be responsible for all services within their geographic boundaries and a single appropriation would then be allocated between EMA under title I and states under title II based on their respective caseloads.
