Document Duplicating Requirement

Pursuant to a congressional request, GAO reviewed the implementation of a new legislative requirement that affects the procurement of printing and duplicating services, focusing on whether: (1) appropriate government officials have been notified of the new duplicating requirement; and (2) agencies are implementing the new requirement. GAO noted that: (1) new legislation requires federal agencies to go through the Government Printing Office (GPO) for the procurement of most printing and duplicating services; (2) the executive branch departments reviewed are aware of the new duplicating requirement and are in the process of implementing it; (3) some procurements have not gone through GPO because the agency field locations are not in close proximity to GPO; and (4) GPO has not identified an increase in its business as a result of the requirement, which may be attributable to government downsizing.
