Medicaid and Title IV-E Programs--Revision to the Definition of an Unemployed Parent Gao ID: OGC-98-73 September 11, 1998

Pursuant to a legislative requirement, GAO reviewed the Administration for Children and Families' (ACF) and the Health Care Financing Administration's (HCFA) new rule on Medicaid and Title IV-E Foster Care Programs, revision to the definition of an unemployed parent. GAO noted that: (1) the final rule would amend regulations regarding the definition of unemployed parent to give states the additional flexibility to provide Medicaid coverage to two-parent families; (2) ACF and HCFA complied with applicable requirements in promulgating the rule with one exception; and (3) ACF and HCFA improperly announced the effective date of the rule before submitting a report containing a copy of the rule to Congress and the Comptroller General.
