HUD Processing of Department-Assisted Housing Project in Milford, Ohio

Oakwood Apartments in Milford, Ohio is a housing project subsidized by the Department of Housing and Urban Development. The project will receive rental and mortgage assistance for low income persons. GAO was requested to determine whether the local government was properly notified of the proposed project and whether the project must be located in a designated area, which was of concern to the local residents. GAO must also decided where the responsibility lies concerning utility and road service to the apartments.

Although HUD made the required local government notifications concerning the construction of Oakwood Apartments, notification was not given within the prescribed time limits. In addition, all of the affected local entities were not notified so views on the project are not complete at the present time. There were no set procedures to decide whether public facility hookups were adequate so the eventual decision that they were was not based on objective criteria. The dispute over the use of sewer hookups has been settled by the Milford city council granting a sewer line to Oakwood without annexation by the town of Milford.
