Analysis of Justice Memorandum on President's Statutory Authorities in Oil Crises

GAO was asked to analyze documents prepared by the administration under the Energy Emergency Preparedness Act of 1982; one of these documents is a legal memorandum prepared by the Department of Justice Office of Legal Counsel.

GAO found that the memorandum is a complete and accurate discussion of the statutes available to the President in various kinds of oil emergencies. However, GAO noted several general observations not contained in the memorandum that may be instructive to Congress. In addition, GAO developed a more detailed presentation than the three situational categories described in the act.
