Alternate Sites for Federally Funded DC Correctional Facility Gao ID: GGD-88-50BR March 1, 1988

Pursuant to a congressional request, GAO provided information regarding the suitability of four alternate locations for the proposed federally-funded correctional treatment facility in the District of Columbia.

GAO found that the Bureau of Prisons' review of the four alternate sites: (1) considered such site selection criteria as land area, topographic conditions, access, utilities, demographic characteristics, land use, community services and facilities, flood hazard zones, emergency evacuation zones, wetlands, and endangered species habitats; (2) identified both positive and negative aspects for each site; and (3) determined that time and money could surmount any site disadvantages. GAO also found that the District of Columbia: (1) awarded a $49.8 million contract for facility design and construction; and (2) estimated that a change to an alternate site could cause a $5.2 to $10.2 million cost increase and a construction delay.
