Anti-Drug Abuse Act of 1986

Pursuant to a congressional request, GAO reviewed New York State's distribution to local governments of $11.5 million in federal grant funds from the Department of Justice to enhance drug control efforts.

GAO found that the: (1) Anti-Drug Abuse Act of 1986 required that states receiving grant funds consult with state and local officials for input about expenditures; (2) Bureau of Justice Assistance, as the administering agency, reiterated these requirements but did not establish criteria defining the minimum acceptable level of input; (3) New York State Division of Criminal Justice Services incorporated state and local officials' priorities in its proposed drug law enforcement plan and fund distribution formula, but differed with some officials on the specific activities within the priorities; and (4) state legislature's final determination of fund distribution varied from the plan in its allocation of $350,000 to adjudication services and fewer funds for local distribution.
