Information on Black Employment at INS

Pursuant to a congressional request, GAO compiled data on the number, occupations, and grades of black employees in the Department of Justice's Immigration and Naturalization Service (INS). GAO noted that: (1) in September 1992, 12 percent of all employees at INS were black; (2) INS had 16,132 full time permanent employees in grades 1 through 15 and 1,915 were black; (3) 26 percent of INS full-time black employees were located in the District of Columbia; (4) 20 percent of the 834 employees in the INS Los Angeles-Long Beach area were black; (5) the Portland, Oregon INS station had 60 full-time permanent employees and none were black; and (6) in fiscal year 1992, INS awarded 2,222 promotions in professional and administrative occupations and black employees received 265 or 11.9 percent of the promotions.
