The Award of Funds to the National Farm Workers Service Center, Inc. Was Poorly Managed

GAO reviewed the Department of Labor's (DOL) award of Comprehensive Employment and Training Act funds to the National Farm Workers Service Center, Inc., in California. The center is a private, nonprofit organization founded by the United Farm Workers of America to operate and/or support various social, educational, and legal services programs for farmworkers. Several questions were raised dealing with the process by which DOL awarded funds to the center, selected program characteristics, and planned for the management of the center's programs.

It was concluded from the review that: (1) DOL poorly managed awarding the funds, contributing significantly to delays in grant negotiations and confusion about programs to be funded and how the funding would be done; (2) the need for the center's English language training program is unclear; and (3) DOL is unable to assure that illegal aliens are not participating in its farmworker programs.
