Administrative Weaknesses in St. Louis' Comprehensive Employment and Training Act Program

GAO reviewed many questions about St. Louis' Comprehensive Employment and Training Act (CETA) program which is administered by the St. Louis Agency on Training and Employment (SLATE) and found problems in program management, accounting for funds, and building management.

Some key administrators were not appointed under a system meeting Federal merit principles, administrative costs were not properly allocated amoung grant titles, and the administrative office was renovated without prior approval of the grantor agency.
