Preliminary Information on Funding Commitments From CETA Titles III and IV During FY 1981

In response to congressional concern that awards pertaining to grants and contracts awarded by the Department of Labor (DOL) using Comprehensive Employment and Training Act discretionary funds were allegedly made in substantial numbers during the closing months of the past administration and that questionable actions took place during the award process, GAO reviewed several programs.

Preliminary data on six awards reviewed to date indicate that reasonable grant/contract procedures were not always followed during the award process. Award file examination revealed (1) few formal records of negotiations relating to the awards process, (2) an evaluation of awardee past performance before an award renewal was not present, (3) little evidence of site monitoring visits, and (4) all six awards were made noncompetitively and several were subcontracted. GAO will continue work on the sample of awards and will issue a final report at a later date.
