The Office of Federal Contract Compliance Programs' Enforcement of Executive Order 11246 in Chicago

Pursuant to a congressional request, GAO reported on compliance reviews initiated by the Department of Labor's Office of Federal Contract Compliance Programs (OFCCP) in the Chicago regional office in 1980.

During its interviews with contractors, GAO addressed the effectiveness of Executive Order 11246 in creating employment opportunities for women and minorities and the way in which OFCCP conducted compliance reviews and resolved the deficiencies which it found. Half of the contractors stated that they had found the order beneficial. GAO found that suggested changes to OFCCP of enforcement policies and practices included the reduction of paperwork, the reduction of requirements for smaller contractors, and holding unions more responsible for increasing the number of women and minorities employed in the construction industry.
