Inadequate Documentation by the Department of Labor of Small Purchases Made for the President's Committee on Employment of the Handicapped

In response to a congressional request, GAO reviewed the President's Committee on Employment of the Handicapped (PCEH), an agency for which the Department of Labor provides administrative support and its procurement procedures and documentation for small purchases. Part of the GAO activities included a review of those procurement procedures and documentation.

GAO found that Labor's files for PCEH small purchases show little indication that competitive procedures have been used or that noncompetitive procedures were justified. None of the files contained adequate documentation, and only a few gave any indication that quotations were obtained. GAO believes that this condition may not be limited only to the small purchases Labor makes for PCEH.
