Department of Labor's Activities Regarding the Phase-Out of the Job Corps Program and the Use of FY 1984 Supplemental Funds

Pursuant to a congressional request, GAO reviewed the Department of Labor's actions regarding: (1) the development of a working group to dismantle the Job Corps program; and (2) the status of a $21.7 million supplemental appropriation for center renovations.

GAO found that, after the President's proposal to phase out the Job Corps program during fiscal year 1986, Labor did not establish a working group but appointed only one person to plan the implementation and coordination of the phase-out with limited support from other employees. Labor indicated that it would not initiate any phase-out actions until Congress acts on the President's proposal and it would keep the Job Corps in full operation until that time. GAO also found that several contracts for center operations were renewed for 2-year periods with extension options, and seven centers were relocated and renovated with the $21.7 million obligated for design and construction. In addition to the supplemental appropriation, the Job Corps has an additional general appropriation budgeted at $77.9 million for construction and renovations of its facilities which will be reallocated for other Job Corps operations.
