Survey of Utilization of Training Received by Civilian Employees at Forest Service Headquarters

A limited study was performed of the use of training provided through formal courses to employees at Forest Service headquarters. Employees and training officials were interviewed and data obtained to determine utilization.

The Forest Service reported training costs in excess of $4,290,000, excluding salaries, in fiscal year 1975. Based on a sampling of 31 employees, the average utilization rate was 65 percent compared to 56 percent for the overall average of five agencies studied. Those who did not use the training stated that it did not apply to the job, courses were too elementary, and arguments developed. The Forest Service did not require employees to fill out evaluation forms upon completion of courses.
