Evaluation of General Binding Corporation Inquiry

GAO was asked to evaluate comments that were made in a letter from the General Binding Corporation. The letter raises certain questions and makes various assertions. One assertion is that the Corporation is confident that it can immediately supply to the State Department a laminate with better security features and at a lower cost than that being presently paid.

In response, GAO stated that it does not have the technical expertise necessary to determine the validity of the various assertions made and the merits of the Corporation's statement that it could deliver a product that would meet the State Department's requirements. However, the State Department expects to develop a request for proposals in November 1980 to meet laminate requirements. The acceptance test is scheduled for February 1981. At such time, the General Binding Corporation will have the opportunity to present its product to the State Department.
