U.S. International Energy Research and Development Program Management
Gao ID: ID-80-14 February 5, 1980The Department of Energy's (DOE) efforts in cooperative international energy research and development arrangements were reviewed.
The following needs were found: (1) mechanisms to identify potential cooperative international energy projects; (2) guidelines and criteria for determining a reasonable level of U.S. contribution; (3) opportunities for U.S. private sector competition; and (4) controls over the status of research and development payments. While International Energy Agency (IEA) officials claim that considerable progress has been made in cooperative energy research and development arrangements, they and DOE officials believe that it is too early to fully assess the technological benefits. IEA believes that more can and should be done.
