Analysis of Selected Operations of the Office of the U.S. Coordinator for Refugee Affairs

In response to a congressional request, GAO reviewed the operations of the Office of the U.S. Coordinator for Refugee Affairs.

The officials interviewed by GAO generally concluded that a focal point at the Federal level is needed to coordinate the multifaceted U.S. refugee program which is planned, funded, administered and implemented by numerous agencies in U.S. private and public sectors. GAO noted that differing interpretations between the Coordinator's Office and the program-implementing agencies have made it difficult to develop an overall U.S. refugee admission and resettlement policy. The operational roles of the Coordinator's Office and Department of State's Bureau for Refugee Programs also need to be clarified.
