The Office of Munitions Control Can Strengthen Its License Review Process

GAO discussed the Department of State's Office of Munition Control's (OMC) arms export control activities to determine whether exporters complied with certain administrative and reporting requirements. GAO noted that OMC: (1) failed to routinely check export license application data and rarely verified purchasers' legitimacy; (2) has insufficient information processing capability; (3) needs to perform a long-term assessment of its information and equipment needs; (4) cannot ensure compliance with administrative requirements; (5) understates the value of export licenses and actual exports; and (6) processes most license applications within 30 days, even though its workload has increased and it has suffered staffing constraints.
