Comments on the President's Special Message on the Impoundment Control Act of 1974

Pursuant to requirements of the Impoundment Control Act of 1974, GAO was furnished copies of deferrals and rescissions listed in the President's 11th special message for fiscal year 1976. Scheduled impoundments will reduce Department of Agriculture and Department of Interior spending by a total of $9.5 million. GAO views the information furnished by the President as incomplete and potentially misleading. Impoundment of Youth Conservation Corps funds until June 30 will seriously hamper that ageny's operation, since more than half of its activities occur in the summer months. If program funds are deferred, many States may discontinue the program. The remaining proposed impoundments appear to be consistent with the Impoundment Control Act.
