The President's Tenth Special Message for Fiscal Year 1982

Pursuant to the Impoundment Control Act of 1974, the President's tenth special message for fiscal year 1982 was transmitted to Congress on March 18, 1982.

The special message proposed one rescission of budget authority, five new deferrals, and revisions of two previously reported deferrals. Except as noted, the proposed deferrals are in accordance with the existing authority. GAO identified information that would be useful to Congress in its consideration of the President's proposals. No funds are currently being withheld from the Postal Service Fund and, to effect the proposed rescission, over $6 million would have to be returned to the Treasury. The deferral of funds for the Department of Energy's Fossil Energy Research and Development Program was disapproved by the House of Representatives in April 1982, and the funds were made available for obligation. Because the Land and Water Conservation Fund Act mandates that funds be made available to the States, withholding of these funds is precluded under the Impoundment Control Act.
