Concerns Raised About National Park Service Actions at Delaware Water Gap Gao ID: RCED-87-24BR October 28, 1986

In response to a congressional request, GAO reviewed National Park Service (NPS) actions at the Delaware Water Gap National Recreation Area concerning the: (1) award of a lease for an historic inn; (2) closing of a private campground; and (3) recent increase in an individual's house rent.

GAO found that: (1) NPS followed the Department of the Interior's regulations, policies, and guidelines in soliciting and reviewing proposals and determining the successful bidder for the lease of the inn; (2) the NPS decision to close the commercial campground was consistent with its general management planning process; (3) the house rent, which became effective on November 1, 1985, represented the fair market rental rate; (4) an independent appraiser used the same methodology in establishing the monthly fair market rental values for all 21 NPS residential properties on the New Jersey side of the recreation area; and (5) NPS accepted the rents and rent reductions which an independent appraiser recommended.
