Legality of Political Appointments at the Bureau of Land Management Gao ID: GGD-87-21BR November 24, 1986

Pursuant to a congressional request, GAO provided information on the legality of political appointments at the Department of the Interior's Bureau of Land Management (BLM), specifically: (1) certain Land Policy and Management Act provisions; (2) the number of such appointments in recent years; and (3) background information on the current political appointees.

GAO found that: (1) BLM political senior executive service appointments were legal because their number did not exceed the limitations of the Civil Service Reform Act of 1978; (2) there were 14 political appointees in BLM as of September 30, 1986; and (3) BLM political appointments have increased substantially since 1981. GAO reviewed the official personnel folders of all BLM political appointees employed as of September 30, 1986, and provided background information which included previous work experience and education.
