Use of Nonfederal Funds and Services for Projects on Public Lands Gao ID: RCED-88-132 May 17, 1988

Pursuant to a congressional request, GAO provided information regarding the Bureau of Land Management's (BLM) use and management of nonfederal funds and services it receives for user projects on lands it manages.

GAO found that BLM: (1) in fiscal year 1987, spent about $6.5 million it received from nonfederal entities for disposal of logging permittees' discarded materials, land-use application processing, rangeland improvement, and off-highway-vehicle recreation projects; (2) had sufficient legislative authority to require and accept nonfederal funds and services from public land users; (3) could properly accept and use such funds; (4) established procedures to safeguard against possible conflicts of interest in funds use; (5) had several individual project fund accounts with incorrect or negative balances; (6) limited on-site project monitoring according to staff time and availability, often reducing monitoring to a desk review of the land-use permittee's or contractor's documents; and (7) conducted on-site monitoring when the permittee provided funds for that purpose.
