Bureau of Indian Affairs' Consolidation of Billing and Collection Functions Gao ID: AFMD-89-75BR June 14, 1989

Pursuant to a congressional request, GAO reviewed the Bureau of Indian Affairs' (BIA) consolidation of its billing and collection functions at its central accounting operations center.

GAO found that: (1) BIA created a cash management unit to improve accountability and to serve as a focal point for its billing and collection functions; (2) staffing of the cash management unit and reassignment of those BIA field office employees affected by the consolidation were virtually complete; and (3) BIA was taking additional steps to strengthen its billing and collection processes, including providing additional training, making improvements in its operational procedures, reconciling issued bills and collections with its accounting records, and automating its billing and collection functions. GAO believes that the consolidation will facilitate the BIA conversion to a new departmentwide accounting system planned for October 1989.
