Views on Reform of Recreation Concessioners Gao ID: T-RCED-95-250 July 25, 1995

This testimony summarizes GAO's work on federal policy governing the recreation concessioners and provides GAO's views on four bills pending before Congress. Federal agencies' concessions policies and practices are based on at least 11 different laws and, as a result, vary considerably. GAO concludes that more competition is needed in awarding concessions contracts and that the federal government needs to obtain a better return from concessioners for the use of its lands, including obtaining fair market value for the fees it charges ski operators. GAO supports the changes proposed by the four bills to current concessions policies and practices.
