Impoundments Proposed in the President's 18th Special Message for Fiscal Year 1977

The President's 18th special message for fiscal year 1977 that was transmitted to the Congress pursuant to the Impoundment Control Act of 1974 included a proposed deferral of funds for the Energy Research and Development Administration and a revision to a previously transmitted deferral of funds for the Department of the Treasury.

On July 28, 1977, the Comptroller General reported the deferral of $13.4 million in budget authority for the Intense Neutron Source Facility, Los Alamos Scientific Laboratory, New Mexico. The President's reported deferral for the project proposed the withholding of $11.3 million. The $2.1 difference has been made available to the project for architectural and engineering activities. Revisions to the proposed deferral of funds for the Office of the Secretary, Antirecession Financial Assistance Fund, of the Department of the Treasury were also proposed.
