Statement of the Contingent Liability of the U.S. Government

In response to a request for a statement of the total contingent liability of the United States, estimates were assembled of the following as reported by the Department of the Treasury: loans, guarantees (including Federally guaranteed housing loans, student loans, Amtrak guarantees, and rural loans) totaling $190.6 billion, insurance commitments (including coverage of deposits in commercial banks, savings and loans, and credit unions; life insurance; flood and crop failure insurance; and some loan insurance) totaling $1,629.1 billion, unadjudicated claims totaling $14.0 billion, international commitments liabilities totaling $10.3 billion, and other contingencies totaling $28.9 billion. Estimates were also presented of actuarial deficits of the Social Security system and Federal pension systems as of September 30, 1976.
