IRS' Budget Request for Fiscal Year 1991 and Status of the 1990 Tax Return Filing Season

GAO discussed the Internal Revenue Service's (IRS): (1) current fiscal condition; and (2) budget request for fiscal year (FY) 1991. GAO noted that: (1) IRS strengthened its spending controls to improve resource management; (2) the IRS FY 1991 budget included initiatives intended to increase revenues by $3 billion, and represented a 12-percent increase over FY 1990; (3) due to 2 years of funding shortfalls, IRS took actions that reduced revenues by about $700 million and led to curtailed services; (4) in 1990, IRS generally met or improved its service responsibilities; (5) compared to 1989, IRS increased the amount of returns it processed and refunds it issued; (6) IRS issued few delayed refunds and made fewer errors than in the past; and (7) IRS improved its telephone service and accuracy, but funding problems adversely affected telephone accessibility, and the number of calls IRS answered decreased by one-third.
