Comments on Legislative Proposals on Automated Import Information Processing]

GAO commented on proposed legislation regarding automated import information processing. GAO noted that the two proposals: (1) would authorize major Customs Service automation changes dealing with the electronic transmission and filing of import information; and (2) specified different time frames for implementing automation changes and different provisions dealing with fraud investigations, import examinations, duty payments, and debt collection. GAO believes that, in considering the proposed legislation, Congress should explore: (1) developing a strategy for fully automated Customs operations; and (2) the time frame for implementing automation enhancements.
