Achieving Business and Technical Goals In Tax Systems Modernization Gao ID: T-GGD-93-24 April 27, 1993

Because IRS remains burdened with manual processes and inaccessible information, taxpayers calling IRS by telephone have little hope that their questions and problems will be handled promptly. Tax Systems Modernization, a major IRS computer upgrade effort, has the potential to change this bleak picture by quickly transmitting account information to interactive workstations whenever needed. This testimony discusses how Tax Systems Modernization (1) is changing the way IRS does business and (2) will be implemented and kept up-to-date. GAO also highlights the need for an experienced chief systems architect at the executive level to handle the technical aspects of Tax Systems Modernization and provide technical leadership.
