Gao ID: GGD-96-46R November 8, 1995

Pursuant to a congressional request, GAO compared the average lobbying expenditures for tax exempt charitable organizations that received government grants and the average expenditures for charities that did not receive government grants in tax year 1992. GAO noted that: (1) it could not determine the total number of charitable organizations that lobbied and received federal grants; (2) 2,132 charities reported lobbying expenditures that totalled $75,916,790 for tax year 1992; (3) 48 percent of those charities reported receiving government grants; and (4) grantees reported average lobbying expenditures of about $41,940 per organization and nongrantees reported lobbying expenditures of about $29,701 per organization.
