Improving and Maintaining Federal-Aid Roads

A review was performed of Federal Highway Administration (FHwA) activities in ensuring maintenance of federal-aid highways. Highway surfaces have been deteriorating faster than anticipated, and state highway revenues have not kept pace with needs for maintenance.

Although FHwA is responsible for ensuring proper maintenance, it has not prescribed standards nor withheld funds from states for improper maintenance. FHwA has not promoted uniform procedures for field engineers to use when appraising state maintenance.
