Improper Relocation Allowances Paid to William L. Dorcy, Alaska Railroad General Manager

Relocation allowances paid to the General Manager of the Alaska Railroad were reviewed in the course of a general audit by GAO.

The General Manager was not entitled to $5,385.59 paid to him in connection with his appointment and relocation from the continental United States to Anchorage. Despite the determination by management and legal counsel of the Federal Railroad Administration (FRA) that reimbursement was valid, relevant provisions of the Federal Travel Regulation here disallow the following costs: per diem of spouse; house-hunting trip of spouse; temporary living allowance; miscellaneous expenses; certain real estate fees for sale and purchase of residences; subsequent travel between new and old duty stations; and travel costs by automobile that exceed those of common carrier. Furthermore, excess travel time should be charged to annual leave.
