Rescissions of Budget Authority in President's Seventh Special Message for FY 1980

Under the Impoundment Control Act of 1974, GAO is required to review and comment on executive branch proposals for rescissions and/or deferrals of impounded fund accounts.

The President's seventh special message for fiscal year 1980 proposed 53 rescissions of budget authority totaling $1,472.7 million, and 21 new deferrals totaling $6,916.4 million. Except as noted in the comments, the information provided in the rescission and deferral proposals were found to be correct and the actions proposed were found to be clearly and accurately stated.
