Status of Budget Authority Proposed for Rescission

GAO reported on the status of budget authority that was proposed for rescission in the President's fifth special message for fiscal year 1983 for which Congress failed to pass a rescission bill.

The President had proposed 19 rescissions of budget authority which totaled $1.552 billion. The Impoundment Control Act requires that funds proposed for rescission be made available for obligation unless Congress completes action on a rescission bill within the 45-day period of continuous congressional session following the day the proposal is received by Congress. For the 19 rescission proposals submitted in the President's fifth special message, the 45-day period ended on April 12, 1983, without Congress' having passed such a bill. On April 13, 1983, the Office of Management and Budget apportioned the funds proposed for rescission to the agencies to which they were appropriated.
