Alcohol and Drug Use in the Railroad Industry

GAO reviewed the Federal Railroad Administration's (FRA) activities to identify and control alcohol and drug use in the railroad industry.

GAO found that: (1) more testing is needed to enable the railroads to better detect employees who use alcohol and drugs in violation of existing railroad rules and proposed rulemaking changes; and (2) improved railroad reporting to FRA is needed to provide more complete information so that FRA can better determine the extent of alcohol and drug use in the railroad industry. GAO agrees with the thrust of recent FRA rulemaking proposals which should address these and other major issues.
