1991 Funding Request for Computers and Communications Can Be Reduced Gao ID: IMTEC-90-89 September 17, 1990

Pursuant to a congressional request, GAO provided information on the Federal Aviation Administration's (FAA) fiscal year (FY) 1991 budget request for $2.5 billion for facilities and equipment to identify areas for potential reductions.

GAO found that: (1) potential reductions under the FAA request for computer and communications systems supporting both air traffic control and administrative functions totalled $196 million; (2) seven air traffic control programs had potential reductions totalling $147 million; (3) many of the potential reductions occurred because program schedule delays removed the need for funding for equipment and contracts in FY 1991; (4) over $97 million of the potential reductions came from the Voice Switching and Control System; (5) FAA did not plan to award a production contract for that system until November 1990; and (6) in the administrative area, potential reductions totalled almost $49 million for the Computer Resources Nucleus project.
