Issues Presented by Proposal to Create a Government Corporation Gao ID: T-RCED-95-114 February 23, 1995

In part due to the slow pace of the Federal Aviation Administration's (FAA) program to modernize the air traffic control system, proposals have been put forth to reform the system. An administration proposal would create a wholly-owned, nonprofit, self-sufficient government corporation to operate and modernize the air traffic control system. Under this proposal, FAA would continue to provide safety oversight.
