Analysis of Proposal to Create a Government Corporation Gao ID: T-RCED-95-139 March 15, 1995

The administration has proposed creating a wholly owned, not-for-profit, self-sufficient government corporation to run and modernize the air traffic control system. Under this proposal, the Federal Aviation Administration would continue to provide safety oversight. This testimony discusses critical issues relating to the proposed corporation's financial projections, safety oversight, and governance.
