Proposed Rescissions Affecting EPA and the Agriculture, Commerce, and Transportation Departments Gao ID: OGC-95-17 March 21, 1995

On February 6, 1995, the President submitted to Congress his third special impoundment message for fiscal year 1995. The third special message reported 23 proposed rescissions affecting the Environmental Protection Agency and the Departments of Agriculture, Commerce, Health and Human Services, and Transportation. GAO reviewed 16 of the proposed rescissions and generally found them to be in accordance with the Impoundment Control Act. GAO will report on the other seven rescissions as soon as information is available.

GAO found that the 16 proposed rescissions are in accordance with the Impoundment Control Act. GAO also provided specific information on seven rescissions that should be useful to Congress in its examination of the message.
