Central Artery/Tunnel Project

Pursuant to a congressional request, GAO provided information on the Central Artery/Tunnel (CA/T) project, focusing on: (1) the project's estimated cost; and (2) Massachusetts' plans to finance the project. GAO noted that: (1) the cost of CA/T will exceed the Massachusetts Department of Highways' (MHD) 1995 estimate of $8 billion; (2) MHD estimates that about $775 million of CA/T costs can be excluded from the estimate, since they can be assumed by other state agencies; (3) MHD financial plans are overly dependent on federal-aid funds that might not be available under current law; and (4) the Federal Highway Administration does not believe that MHD has secured adequate funding to achieve its projected construction schedule; and (5) MHD could face a funding shortfall of as much as $2.4 billion.
