Review of Two Wastewater Treatment Plant Projects

A review of 28 wastewater treatment projects funded by the Environmental Protection Agency (EPA) raised questions concerning those at Lebanon, New Hampshire and the Blackstone Valley Sewer District, East Providence, Rhode Island.

At Lebanon, a decision was made to dispose of treatment plant sludge by incineration rather than by available sanitary landfill. Conflicting reports were given of the basis for this decision which was of questionable cost effectiveness. In the East Providence project, there are many operation and maintenance problems due to design deficiencies. Additional funding by EPA for corrective work on this project may not be justified.
