Federal Agencies' Part-Time Employment Programs Gao ID: GGD-86-103BR July 7, 1986

GAO provided information on the characteristics of the federal part-time work force and part-time employment programs.

GAO found that the number of: (1) part-time federal employees increased during 1979 and 1980 but decreased by 11 percent from January 1981 to January 1986; (2) permanent federal employees increased by 1.5 percent from January 1981 to January 1986; (3) permanent part-time employees in the lower salary grades is significant; (4) permanent part-time white-collar employees at grades GS-10 and above represented 16.6 percent of all permanent part-time white-collar employees as of July 1985; and (5) permanent full-time white-collar employees in grades GS-10 and above represented 42 percent of the total permanent full-time white-collar work force as of July 1985. GAO also found that all nine agencies that it reviewed had programs of varying degrees of development and emphasis to encourage part-time employment.
